Perfil FHIR de la Entidad Administradora de Planes de Beneficios en Salud (EAPBS) en Colombia.

Información sobre una Entidad Administradora de Planes de Beneficios en Salud (EAPBS). Es una entidad jurídica, pública o privada, autorizada y habilitada por la Superintendencia Nacional de Salud para afiliar y administrar los recursos de la Unidad de Pago por Capitación (UPC) y demás recursos destinados a la prestación de servicios de salud, garantizando a sus afiliados el acceso oportuno, integral y continuo a los servicios y tecnologías incluidas en el Plan de Beneficios en Salud, de acuerdo con las normas vigentes del Sistema General de Seguridad Social en Salud (SGSSS) de Colombia. Las EAPBS son responsables de la gestión del riesgo en salud y financiero de su población afiliada, así como del aseguramiento de la calidad en la prestación de servicios, buscando la sostenibilidad del sistema y el bienestar de los usuarios.

Ámbito

Este perfil define las restricciones y extensiones aplicables al recurso FHIR Organization (Organización), con el objetivo de estandarizar y representar información de una Entidad Administradora de Planes de Beneficios en Salud (EAPBS) en Colombia.

Ha sido diseñado a partir de los lineamientos normativos definidos por el Ministerio de Salud y Protección Social, y está armonizado con la Guía de Implementación FHIR Core Colombia.

Características

• Administra recursos de salud: Maneja la UPC y otros recursos del SGSSS.
• Afiliación y aseguramiento: Afilia personas al sistema de salud y gestiona su aseguramiento.
• Garantiza servicios: Asegura el acceso oportuno e integral a los servicios y tecnologías en salud.
• Gestiona riesgo en salud y financiero: Identifica, gestiona y evalúa riesgos en su población afiliada.
• Vigilancia y control: Está sujeta a regulación y supervisión de la Superintendencia Nacional de Salud.
• Contrata con prestadores de servicios de salud: Gestiona redes de prestadores y proveedores de salud.
• Promoción y prevención: Realiza acciones de salud pública y promoción de la salud en su población.

Este perfil está diseñado para ser implementado por:

• Plataforma de interoperabilidad del Ministerio de Salud y Protección Social.
• Instituciones Prestadoras de Servicios de Salud.
• Sistemas de información en salud (HIS, HCE, LIS, RIS, etc.).
• Repositorios de datos clínicos (CDR).
• Proveedores y consumidores de servicios interoperables de salud.

Se espera que sea utilizado principalmente en el escenario de intercambio del Resumen Digital de Atención ().
